Highland High School Personal Electronic Device Policy
Policy Title: Bell to Bell, No Cell
Purpose: To align with Arkansas Act 122 of 2025 ("Bell to Bell, No Cell Act") and promote a focused and distraction-free learning environment at Highland High School by regulating student use of personal electronic devices during instructional hours.
1. Policy Statement
In compliance with state law and in support of our mission to maintain an academic environment conducive to learning, Highland High School prohibits the use of personal electronic devices by students during the instructional day from the first bell to the last, unless otherwise exempted.
2. Definition of Personal Electronic Devices
Personal electronic devices include, but are not limited to:
Cell phones
Smartwatches
Tablets
Laptops (not issued by the school)
Earbuds and headphones
Any similar device capable of sending, receiving, storing, or displaying digital content
3. Usage Restrictions
During the instructional day, students must:
Keep all personal electronic devices turned off or on silent mode
Store devices out of sight (e.g., in a backpack or locker)
Refrain from using devices in classrooms, hallways, restrooms, the cafeteria, or during study periods
4. Exemptions
The following situations are exempt from the policy:
Emergency Use: Students may use devices in an emergency as determined by school administration.
Extracurricular Activities: Device use is permitted after school hours.
School-Issued Devices: Use of technology provided by Highland High School for instructional purposes is allowed.
IEP/504 Plans: Students with approved accommodations under an IEP or 504 Plan may use devices as specified.
Concurrent Enrollment: Students taking college-level or concurrent enrollment classes that require device use may use them as directed by the instructor.
5. Special Events
Use of personal electronic devices during special school events occurring during the instructional day may be allowed at the discretion of the school administration.
6. Enforcement and Consequences
Students found in violation of this policy will be subject to disciplinary action in accordance with the Highland High School Student Handbook. Repeated violations may lead to confiscation of the device, parent notification, and further administrative action.

Highland High School assumes no responsibility for lost, stolen, or damaged personal electronic devices brought to campus.
